Structured Neighborhood Dispatch Protocols
Disaster Response relies on unified command and clear communication. The CERT platform, with practical Training and regular Exercise, prepares local civilians (and this includes ADOS) to establish preemptive civilian leadership for Comprehensive action when normal response systems are overwhelmed and, WHEN -- NOT IF, primary communication networks fail.
By training everyday citizens in incident command structures, we ensure seamless integration with professional first responders during critical regional crises.

Organized dispatch via sponsoring agency or authorized process.
Incident Command
FEMA curriculum and training standards are used to produce a group of Disaster Assets and persons capable of being "Extensions of First Responders" during a qualified event or incident.
Mobilizing local volunteers and networks is a local municipality's responsibility... In ALL municipalities where Institutional Racism is a factor, the CERT organization must plan accordingly. (IS-315.a Slide 19)
Support local/"County EMA leadership and maintaining YOUR CERT readiness... Be aware of conditions that may negate Mutual-Aide-Agreements, and be aware of decisions that will be made based on "scarcity of resources".
